An exact point vortex solution corresponding to the modon solution of the Hasegawa--Mima equation is presented and a new modulated point vortex model is introduced. In the framework of this model, the linear stability of a modon and modon--modon collisions are analyzed, and the frequency and position shift before and after the collision are estimated.
