On 5/18/76, the U.S. Environmental Protection Agency promulgated in interim form, effluent limitations guidelines for the Carbon Black Manufacturing Point Source Category and proposed other effluent limitations guidelines, new source performance standards, and pretreatment standards for new sources. With the exception of effluent limitations guidelines for the furnace black process subcategory, the interim final regulations and proposed regulations are promulgated, as of 1/9/78, in the identical form as they were proposed or promulgated on 5/18/76. The effluent limitations guidelines based upon the use of the best practicable control technology currently available for the furnace process subcategory have been withdrawn.
