This bill would authorize the Secretary of the Interior to lease, in an expeditious and environmentally sound manner, lands in the Coastal Plain Study Area of the Arctic National Wildlife Refuge for oil and gas exploration, development, and production. The area concerned is located east of Prudhoe Bay and south of the Beaufort Sea. The first lease sale would be conducted within 12 months of the date of enactment of this bill. The size of leases are to be between 2560 to 11,520 acres, unless smaller size leases are required to mitigate impacts on the environment or to promote a more competitive leasing program. The bill also addresses the protection of fish and wildlife resources.
