The dependence of quasiparticle effective chemical potential ..mu..* on excess quasiparticle number density n and the dependence of the critical value of n on temperature T in superconducting lead film with strong quasiparticle injection have been calculated from the experimental results of ''double steps'' in the I--V curve of a lead tunnel junction with strong quasiparticle injection. The calculated results agree qualitatively with Chang-Scalapino theory on the nonhomogeneous state and show the correctness of our explanation that the above phenomenon is caused by the existence of double energy gaps of the lead film.
