An explanation is proposed to the problem why the {pi}{ital NN} form factor known from {ital NN} analysis is by far harder than the one obtined in theoretical subhadronic models for nucleon structure. The soft {pi}{ital NN} form factor compatible with the models is allowed for the {ital NN} interaction by considering the additional contribution due to the exchange of the correlated three-pion state of {ital I}=1, {ital J} {sup {ital P}}=0{sup {minus}} between the two nucleons. The same mechanism explains consistently the axail-vector form factor.
