Use has been made of the interference between the nuclear and Coulomb amplitudes in the scattering of 84 MeV/nucleon {sup 17}O ions by {sup 124}Sn to study the isospin character of the giant quadrupole transition. The data are well described by assuming the transition is isoscalar,'' i.e., {ital M}{sub {ital n}}/{ital M}{sub {ital p}}={ital N}/{ital Z}. This is in disagreement with the results of {pi}{sup +}/{pi}{sup {minus}} scattering on {sup 118}Sn and recent ({ital e},{ital e}{prime}{ital n}) measurements on {sup 116}Sn. Cross sections for excitation of the 2{sup +} state at 1.132 MeV, 3{sup {minus}} state at 2.614 MeV, and giant monopole resonance are included with corresponding coupled-channels calculations.
