Few pipelines expected to open systems for carriage

Only a few interstate gas pipeline companies will open their systems for transportation by November 1 under the terms of a final rule of the Federal Energy Regulatory Commission's (FERC's) voluntary carriage program. Their reluctance to comply could raise prices for end users, and may strengthen FERC's resolve to adopt a controversial block billing proposal. A number of agreements and programs will expire by November 1 unless pipelines agree to open their system to equal access. The most likely pipelines to open their systems are interstates that transport substantial amounts of gas or have direct sales rates high enough to raise concerns that they will lose load to alternate fuels. The majority are likely to delay filing in an attempt to determine how much opposition such a move would create.
