Over 70 million used lead-acid batteries are generated each year, containing an estimated 630,00 tons of lead. All of these batteries are not being recycled, and some are disposed of in landfills or otherwise improperly discarded or stored. This bill was introduced into the US House of Representatives on March 20, 1991 to amend the Solid Waste Disposal Act. One purpose of this legislation is to establish as a national policy the goal of recycling of all lead-acid batteries by requiring retailers, wholesalers, and manufacturers of these batteries to accept used batteries from consumers for recycling. Another objective is to solicit federal agency recommendations concerning the disposal of used household dry-cell batteries.
