This bill was introduced into the US House of Representatives on January 3, 1991 to establish national goals for the reduction and recycling of municipal solid waste. In addition, this legislation requires the administrator of the EPA to promulgate regulations to attain those goals. It is a national goal that there shall be no increase in solid waste generation above the level generated in the year of the enactment of this Act. In addition, it is a goal that at least 25% of the municipal solid waste shall be recycled by the end of 1994, and 40% of this waste shall be recycled by the end of 2000.
