To reduce the operating cost associated with large cooling loads, engineers can use thermal storage technologies. In its simplest form, a thermal storage cooling system means charging the thermal storage when energy costs are lowest. Cooling operations are shifted to coincide with the most appealing electricity rates, demand penalties are reduced, and equipment size and electrical capacities are minimized. The decision to use ice storage on the basis of peak reduction implies that the operating strategy will be partial storage. This article describes the application of work originated by Kirshenbaum and Braun. The storage priority strategy that was investigated in this study involves limiting the storage capacity of the installation so that it meets the predicted (or actual) load to such a capacity that it is fully depleted at the end of the occupation period. The design application is based on the production of chilled water by an ice-based storage system in conjunction with a series chiller. The impact this configuration has on the plant operation is explained. This explanation includes the role played by the physical arrangement of the system components on the stability of the chilled water temperature.
