The rare-earth trifluoromethanesulfonates {ital R}(CF{sub 3}SO{sub 3}){sub 3}{center dot}9H{sub 2}O ({ital R}TFMS) have a hexagonal structure similar to the ethylsulfates {ital R}(C{sub 2}H{sub 5}SO{sub 4}){sub 3}{center dot}9H{sub 2}O ({ital R}ES). The lowest Kramers doublet in CeTFMS is {vert bar}{ital J}=5/2; {ital J}{sub {ital z}} = {plus minus}5/2{r angle} separated from an excited doublet {vert bar}{ital J}=5/2; {ital J}{sub {ital z}}= {plus minus}1/2{r angle} by {Delta}/{ital k}{congruent}21 K. We have measured electron paramagnetic resonance on 1% and 2% Ce{sup 3+} in LaTFMS crystals at 9.214 GHz. At 4.2 K, absorption by two doublets is found yielding {ital g}{sub {parallel}}(5/2) = 3.813 {plus minus} 0.001; {ital g}{sub {perpendicular}}(5/2) = 0.262 {plus minus} 0.002; {ital g}{sub {parallel}}(1/2) = 0.977 {plus minus} 0.003; {ital g}{sub {perpendicular}}(1/2) = 2.151 {plus minus} 0.002. The temperature variation of intensities shows the ground doublet to be {vert bar}{plus minus}5/2{r angle}, as in concentrated CeTFMS, but {Delta}/{ital k}=9.6{plus minus}0.7 K. The doublet order is opposite to that for dilute Ce:LaES but the same as in CeES or Ce:YES and Ce:EuES. In 2% Ce:LaTFMS, satellite resonances due to coupled {ital nn} Ce--Ce pairs are also observed. Analysis of the pair data indicates that virtual phonon exchange, while the dominant nondipolar contribution to intrapair coupling, is smaller than for Ce pairs in CeES. This is consistent with the fact that {Delta} is larger in CeTFMS or Ce:LaTFMS than in CeES.
