An explicit rephasing invariant parametrization of the Cabibbo-Kobayashi-Maskawa (CKM) matrix is presented. Its four parameters [vert bar][ital V][sub 12][vert bar], [vert bar][ital V][sub 23][vert bar], [vert bar][ital V][sub 13][vert bar], and [phi][sub 13] are directly measurable. The phenomenological approximation of the parametrization is also obtained, which shows more clearly the correlations between the elements of the CKM matrix. The present bounds on the phase angle [phi][sub 13] are 31[degree][le][phi][sub 13][le]148[degree] coming from the [ital CP]-violating quantity [epsilon] in the kaon system.
