The Clean Air Act requires visibility protection for mandatory Class I federal areas (certain national parks, wilderness areas, and international parks) where EPA has determined that visibility is an important value. The Act specifically directs EPA to promulgate regulations requiring certain states to amend their SIPs (State Implementation Plan) to provide for visibility protection. On April 26, 1985 the Governor of Utah submitted a SIP Revision for Visibility Protection together with the Visibility Regulations for monitoring and new source review. On November 13, 1985 EPA proposed to approve the Utah Visibility SIP and regulations. This paper summarizes Utah's plan.
