Specific recommendations are given for attracting and retaining competent citizen participation in the local government assessment of technology. The role of information in decentralized energy planning and development is discussed. Positive results are listed as: increased local government and citizen interest; the high quality of policy options identified in plans; the comprehensiveness of the issues addressed; and the wealth of ideas generated for use in other communities.
