The scope of this environmental assessment is project- and site-specific. Section 2 describes the project proposed for loan guarantee and the alternatives considered by the applicant. In addition, the alternative of not awarding the loan guarantee (no action alternative) is considered. Section 3 describes the environmental setting of the proposed project, and Section 4 provides an assessment of the impact of the proposed project on the affected environment.
