How the CO sub 2 issue is viewed in different countries

This paper discusses how the global warming issue is viewed in different countries and what that means for the prospects of achieving an international agreement to control global CO{sub 2} emissions. The authors' focus is on five countries or sets of countries the United States, Japan, the other OECD countries, Eastern Europe and the Soviet Union, and the developing countries (particularly Brazil, China and India). For each country or set of countries, where possible, the authors outline specific policies and actions concerning global warming and examine political and public attitudes toward the issue. More importantly, however, the authors attempt to understand the context in which these countries may have to make decisions concerning the global warming issue by examining the different economic, political and social factors that will influence policymaking and shape public attitudes on this issue.
