Title: Development of fuel-energy complexes of Siberia and the Far East

The Energy Program provides for the long-term formation of regional fuel-energy complexes on the basis of large-scale development of coal production by the open-pit method in the Kuznetsk, Kansk-Achinsk and South Yakutsk coalfields. In 10-15 years over half of all the coal in the country will be produced in these coal fields, as well as the Ekubastuz field in Kazakhatan. A feature of the historically developed placement of productive forces is concentration of industry and population in the European part of the country and the principal natural resources in the East. The territory where almost nine tenths of the population lives corresponds to about one tenth of the fuel-energy resources, while the greater part of them is concentrated in the eastern regions of the RSFSR, including 94% of the high-quality geological stocks of coal in the USSR. Thus, the planned formation of fuel-energy complexes on the basis of the coal reserves of Siberia and the Far East will correspond to a proportional development of the regions, bringing industry to sources of fuel and feedstocks, with a saving of labor.
