An integrated load management, distribution automation and distribution SCADA system for Old Dominion Electric Cooperative

This paper presents a computer and communications system for controlling the operations of load management, distribution automation and distribution SCADA for a G and T cooperative, Old Dominion Electric Cooperative and its twelve member cooperatives. The system is currently being designed and delivered by a team of vendors, which involves an EMS/SCADA system vendor and a load management/distribution automation equipment vendor. The system coordinates the scheduling of load management for the member cooperatives so as to minimize the power bills to the power suppliers. Each member cooperative can use the system to implement distribution SCADA and distribution automation functions, thus improving its operation efficiency and service quality. This paper describes the functionalities, special features and the implementation and development experience for the system.
