U. S. is building its own emergency oil storage plan

The goal of the Strategic Petroleum Reserve (SPR) program is to plan, design, construct, operate, and maintain sites and facilities to store 250 million bbl of crude oil by 1979. By the end of 1980, 500 million bbl are to be stored; by 1985, up to 1 billion bbl. On 1/1/78, SPR had 7.2 million bbl underground, 3.4 million bbl at West Hackberry, La., 2.9 million bbl at Bryan Mound, Tex., and 0.9 million bbl at Bayou Choctaw, La. About 2.3 million bbl were in transit to sites, under SPR control, providing a total of 9.5 million bbl. The sites are adding oil at 100,000 bbl/day.
