This paper reports that during the design phase of Westinghouse Electric's first cogeneration projects, Bellingham and Sayreville, detailed attention was given to equipment selection and plant layout. Models were also used to determine laydown areas to enhance quick maintenance outages. Reliability, availability, and maintenance modeling was used to select equipment and reduce system redundance. This helped to support high plant availability by having a prudent spare parts inventory. Throughout the design phase the main thrust was to build a plant that would be easy to operate and have minimum staffing, high availability, and low operating costs.
