Prior consent and nuclear cooperation
A strong argument exists between proponents of various approaches to non-proliferation policy. Commissioned by the Atomic Industrial Forum, this study includes: a projection of the amount of plutonium that will likely be produced in commercial power reactors in non-US free world countries through the year 2000/sup 0/, the extent to which its separation through fuel reprocessing or its use would be subject to the ''prior consent'' of the US or some other supplier nation/sup 0/, and a history of prior consent policies and practices. The report concludes that the exercise of US prior consent rights over reprocessing and plutonium use in countries with advanced nuclear power programs where their activities present no proliferation risk appears to be consistent with both US law and policy, and will contribute to the achievement of US non-proliferation objectives. 1 table
