Seminar explores the perilous path to a PSD permit

Prevention of significant deterioration (PSD) of air quality was explained at the first of three regional seminars held to explain the new Clean Air Act amendments. The Union Oil Co. presented a graphic illustration of one path taken to get a PSD period and posed 26 questions for clarification to the Environmental Protection Agency (EPA) officials present. The EPA speakers were able to offer little guidance in interpreting the law other than clarifying the law's primary goal of curbing the use of coal-fired plants by electric utilities. Any new plant that will emit more than 100 tons of regulated pollutant a year must receive a PSD permit. One speaker noted that there are seven types of emission limit involved: New Source Performance Standards (NSPS), Best Available Control Technology (BACT), Lowest Available Emission Rate (LAER), Best Available Retrofit Technology (BART), Reasonably Available Control Technology (RACT), Best Practical System of Emission Reduction, and a new unnamed set to be applied to hazardous substances.
