Southern California urban transportation: financial necessity may be the mother of invention

Cutbacks in the federal program, a weakened economy, and lower state and local support combined with high operating costs to damage urban transportation. This article describes and analyzes Southern California's attempts to cope with the new financial era, and to provide a guide for other urban areas on what to do and what not to do. The author sees in the crisis an opportunity for the key funding agencies to require that the variety of service, financial, institutional, and managerial changes be properly designed and implemented. He concludes that the elderly and the poor will be the most hurt as transporation needs in a declining public-service sector receive progressively less support. 24 references, 3 tables.
