The 14-acre Yellow Water Road site is a former storage area for PCB-contaminated liquids and electrical equipment in Baldwin, Duval County, Florida. In 1981, onsite storage of PCB-contaminated liquids and electrical equipment began at the former operational area in anticipation of upcoming onsite incineration operations, but the proper permits for the incinerator were never obtained. Subsequently in 1982, PCB-contaminated oils were spilled at the site as a result of onsite salvage operation which included metal removal from transformers. The Record of Decision (ROD) addresses the remediation of PCB-contaminated soil and sediment. The primary contaminants of concern affecting the soil and sediment are other organics including PCBs.
