Regulatory issues concerning the installation of digital systems at non-power reactors

The US Nuclear Regulatory Commission (NRC) has issued license amendments to six non-power reactor (NPR) licensees, authorizing the installation of digital instrumentation or control systems, or both. The NPR licensees are increasing their use of state-of-the-art digital technology in NPR instrumentation and control (I and C) systems because digital systems offer improved reactor control, information processing, and information storage and because existing analog systems are aging and require replacement parts that are difficult to acquire. This paper summarizes the licensing actions that the NRC has completed or is considering as well as the regulatory approach for installing digital I and C systems in NPRs. Digital I and C systems range from experimental systems for reactor control research to complete reactor console replacements to measurement and display systems designed and fabricated by licensees.
