We have measured cross sections for loss and capture of one and two electrons by ions and atoms of helium with velocities v = 8x10/sup 8/, 1.2x10/sup 9/, and 2x10/sup 9/ cm/sec on passage through helium, nitrogen, neon, and argon and have calculated cross sections for capture of an electron by the ions He/sup +2/ and He/sup +/ in the region v = 2x10/sup 8/--10/sup 10/ cm/sec in collisions with atoms of practically all elements with nuclear charge Z/sub t/ from 1 to 100. We have established that for helium atoms with v = (3--12)x10/sup 8/ cm/sec in the region Z/sub t/< or =18 the dependence of the experimental cross sections for electron loss on Z/sub t/ is close to step-like and the dependence of the electron capture cross sections on Z/sub t/ for all helium ions, at least for velocities v from 3x10/sup 8/ to 2x10/sup 9/ cm/sec in the region of Z/sub t/ from v/2v/sub 0/ to 100, is oscillatory. We have shown that corresponding oscillations occur also in the values of the equilibrium charge fractions and the average charge of the fast helium ions.
