Current reuse methodologies, which emphasize cross-system reuse, require a repository populated by artifacts from existing systems. When a new system is developed, queries are generated to retrieve candidate artifacts from the repository and adaptation is performed when the selected artifact does not match the requirement totally. In this paper, a Requirement Reusability Model (RRM) is investigated. The inspiration for the model is group technology which identifies and exploits the similarities in the parts to be manufactured and the sequence of machines that are necessary for the processing of those parts. RRM makes no assumption of an existing repository but rather builds one as its product. There are two phases in RRM. In the Reusability Analysis phase, a measurement space is defined to describe functional semantics of the components. A similarity function measures common functionality among the components. In the Reusability Realization phase, generic requirements for the clusters are extracted to generate reusable frameworks. Individual components are implemented by reusing the frameworks of the clusters to which they belong.
