We have measured the {gamma}-ray branching ratio {Gamma}{sub {gamma}}/{Gamma} of the unbound 5.17 MeV first excited state in {sup 14}O using the {sup 12}C({sup 3}He,{ital n}{gamma}) reaction at {ital E}{sub {sup 3}He}=9.35 MeV. We detected coincidences between {ital n}{sub 1} neutrons populating the {sup 14}O state and 5.17 MeV {gamma} rays from its decay, and obtained {Gamma}{sub {gamma}}/{Gamma}=(7.2{plus minus}3.5){times}10{sup {minus}5}. When combined with the known total width {Gamma}=38.1{plus minus}1.8 keV, our branching ratio corresponds to {Gamma}{sub {gamma}}=2.7{plus minus}1.3 eV. We use this {gamma}-ray width, together with previously measured nonresonant {sup 13}C({ital p},{gamma}{sub 1}) data, to find the {sup 13}N({ital p},{gamma}) reaction rate at astrophysical energies, thereby determining the stellar environments where hydrogen burning through hot'' or {beta}-limited CNO cycle can occur.
