Inelastic scattering of ..pi.. mesons by nuclei is studied by the methods of many-body field theory. The traditional multiple-scattering-theory amplitude for pion-nucleus inelastic scattering is generalized. Transition to a semimicroscopic description is performed. It is shown that for weakly excited nuclear states the energy dependence of the particle-hole wave function is approximately described by a delta function. A parametrization of the irreducible scattering operator for energies near the ..delta.. resonance is suggested. Cross sections for inelastic scattering of 100 and 120 MeV pions by /sup 12/C accompanied by excitation of the 4.44 MeV 2/sup +/ state are calculated. Considerable sensitivity of the cross sections to the microscopic structure of the final excited state and an appreciable difference between the cross sections for ..pi../sup -/ and ..pi../sup +/, associated with the Coulomb effects for the intermediate isobar, are discovered. Qualitative agreement with the available experimental data is obtained.
