The Secretary of the US Department of the Interior is considering for approval proposals for two new surface coal mines, one surface mine expansion, and two coal-fired power-generating units (considered as one proposal) in the northern Powder River basin of Montana. The Commissioner of the Montana Department of State Lands is also considering for approval the proposed new mines and mine expansion. The purpose of this environmental impact statement (EIS) is to provide an overview of the cumulative impacts of the four proposed developments, considering their relation to other existing or projected coal-related developments.
