As a result of decades of highly dispersive uses of lead in a variety of products, contamination of the environment with unacceptable levels of lead is widespread. Lead is extremely difficult to remove from the environment. Thus, children and adults will continue to be exposed to lead for years. Methods to reduce existing lead exposure levels must be improved. It is the policy of the US that further releases of lead to the environment should be minimized, and means should be developed and implemented to reduce exposures to sources of environmentally dispersed lead. This bill was introduced into the U.S. Senate on February 7, 1991 to amend the Toxic Substances Control Act to reduce the levels of lead in the environment.
