Virginia SCC approves competitive negotiation as a replacement for avoided costs

The Virginia State Corporation Commission has issued an order approving the replacement of PURPA avoided-cost-based contracting with competitive, all-source solicitations for new generating capacity by Virginia Utilities. This order has practical importance in the context of the current Virginia Power solicitation, but also has aspects pertaining to the concept of competitive negotiation which should produce experiential value for other jurisdictions feeling their way along in the brave new world of independent power.
