Development of reuse alternatives for Naval Ordnance Station, Louisville, Kentucky

According to Council on Environmental Quality guidance the Alternatives Analysis section is the heart of the environmental impact statement. The closure of the Naval Surface Warfare Center, Crane Division, Naval Ordnance Station (NOS), Louisville, Kentucky was mandated by Congress as a result of decisions of the 1995 Defense Base Realignment and Closure (BRAC) Commission. The BRAC Commission specified that gun and weapons systems and other operations should be privatized on-site at NOS Louisville, if feasible. If the operations could not be privatized on-site, missions, equipment, and personnel would be transferred to other locations and the property would be excessed through normal federal property disposal methods. The decision to transfer the property to the local redevelopment authority (LRA) or other entity can not be made until the National Environmental Policy Act (NEPA) process is completed. Currently, work has been privatized at NOS Louisville through interim lease of facilities, and contractor operation. The LRA developed one reuse plan, which was the preferred alternative for reuse of NOS Louisville. Constraints which influenced the alternatives development included: existing facilities on-base, zoning plans, adjacent land uses, and local development goals and objectives. The reuse alternatives also incorporated needs of the local community.
