Performance of a second generation toxicity reduction evaluation

Historically, a large electrical component manufacturing facility with a final effluent flow of approximately 0.2 MGD was consistently out of compliance with its state and federal discharge permits for acute and chronic toxicity. Characterization of the acute and chronic toxicity of the effluent and individual waster streams indicated that the majority of the toxicity was coming from the non-contact cooling water. Toxicity Identification Evaluation procedures indicated that copper was the principal toxicant. Evaluation of the facility`s non-contact cooling water distribution system provided insight that the high copper levels were a result of leaching of copper from the piping in the kilns due to the elevated temperature and corrosive nature of the water. The facility installed selected treatment options that resulted in compliance each month with the facility`s permit since August 1990. During the spring of 1994, the effluent was again observed to produce consistent acute and chronic toxicity to Ceriodaphnia dubia as part of NPDES routine monitoring. This paper describes the activities, results and conclusions of the new Toxicity Reduction Evaluation performed on this effluent. In addition, a discussion is provided outlining information and data that should be maintained by the facility in order to minimize costs of second generation TREs while maximizing chances for success.
