The general theory of leaking lattice cells developed in AEEWM 809 is applied to the radial streaming problem. The appropriate fine structure function is reduced to a cylindricalized form suitable for calculation by the DSN technique of B. G. Carlson. Using diffusion theory the equations for the fine structure function are solved in three simple geometrical situations and the solutions are used to deduce several classical streaming formulas. The ensuing sections show how the theory is incorporated into the numerical techniques of collision probabilities and Monte Carlo for solving the transport equation. (auth)
