Title: Seismic hazard evaluation for Department of Energy Oak Ridge Reservations, Oak Ridge, Tennessee

Abstract

This study presents the results of an investigation of seismic hazard at the Department of Energy Oak Ridge Reservations (K-25 Site, Oak Ridge National Laboratories, and Oak Ridge Y-12 Plant), located in Oak Ridge, Tennessee. Oak Ridge is located in eastern Tennessee, in an area of moderate to high historical seismicity. Results from two separate seismic hazard analyses are presented. The EPRI/SOG analysis uses the input data and methodology developed by the Electric Power Research Institute, under the sponsorship of several electric utilities, for the evaluation of seismic hazard in the central and eastern United States. The LLNL analysis uses the input data and methodology developed by the Lawrence Livermore National Laboratory for the Nuclear Regulatory Commission. Both the EPRI/SOG and LLNL studies characterize earth-science uncertainty on the causes and characteristics of earthquakes in the central and eastern United States. This is accomplished by considering multiple hypotheses on the locations and parameters of seismic source zones and by considering multiple attenuation functions for the prediction of ground shaking given earthquake size and location. These hypotheses were generated by multiple expert teams and experts. Furthermore, each team and expert was asked to generate multiple hypotheses in order to characterize his ownmore » internal uncertainty. The seismic-hazard calculations are performed for all hypotheses. Combining the results from each hypothesis with the weight associated to that hypothesis, one obtains an overall representation of the seismic hazard at the Oak Ridge site and its uncertainty.« less

  • This document presents recommendations for the seismic hazard levels at the Oak Ridge Operations-Department of Energy (ORO-DOE) reservations in Oak Ridge, Tennessee; Paducah, Kentucky; Fernald, Ohio; and Portsmouth, Ohio. These recommendations are based on seismic hazard studies that have occurred over the past 10 y concerning these reservations. The authors have conducted in-depth reviews of the seismic hazard studies that have been completed for the reservations, have had various meetings with the authors of these studies, have had meetings and conducted studies among themselves and their consultants, and feel that the recommendations made in this report represent the state-of-the-art formore » assessing the seismic hazard at a site.« less
  • In response to a request from Lockheed Martin Energy Systems, Inc. employees who work at the US Department of Energy Oak Ridge K-25 Site (SIC-9611), Oak Ridge, Tennessee, an investigation was begun into possible exposure to cyanides. The site employed about 4,000 persons. Employees at the K-25 site reported headaches, fatigue, depression, muscle aches, sleeplessness, and muscle tremors. Twenty two employees were interviewed. Air samples were collected and analyzed for cyanides. The results indicated that the employees are not occupationally exposed to hydrogen-cyanide (74908), to cyanide salts or to a wide variety of other compounds that contain the cyanide ion.more » The authors conclude that no relationship was found between the health problems reported by the workers and any chronic, occupational cyanide intoxication. The authors recommend that risk communication efforts be improved, that Lockheed procedures to investigate this issue be evaluated and that possible nonoccupational sources for cyanide exposure be considered.« less
  • This study investigates the probabilistic hazard of earthquake-induced ground shaking at the HFIR facility, Oak Ridge, Tennessee. These results will be used to calculate plant response and potential effects in a Probabilistic Risk Assessment (PRA). For this purpose, several guidelines apply to this work. First, both the frequency of exceedance and the uncertainty in frequency of exceedance of various ground motion levels must be represented. These are required by the PRA so that the frequency and uncertainty of various possible plant states can be expressed. Second, there is a deliberate attempt to provide an unbiased distribution of frequencies of exceedance,more » i.e. to present results that are neither conservative nor unconservative. This is consistent with the goals of a PRA, to provide unbiased estimates of plant effects from which appropriate decisions (for instance about evaluating existing levels of seismic design) can be reached. Recent intensive studies of seismic hazard in the central and eastern United States (CEUS) have been completed by the Electric Power Research Institute (EPRI). These studies represent major efforts to characterize the seismic hazard for nuclear power plants in the CEUS, and use the most recent, up-to-date understandings of seismicity and ground motion relations for the region. With these studies as a resource, the current effort relies exclusively on the seismicity and ground motion assumptions therein to formulate seismic hazard curves for the HFIR facility. The interpretation of these studies to derive seismic hazard curves in a format suitable for input to a PRA is described in this report. 29 refs., 40 figs., 22 tabs.« less
  • This report presents an evaluation of the groundwater monitoring data obtained in the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) during calendar year (CY) 1997. The Chestnut Ridge Regime encompasses a section of Chestnut Ridge bordered by the U.S. Department of Energy (DOE) Y-12 Plant in Bear Creek Valley (BCV) to the north, Scarboro Road to the eas~ Bethel Valley Road to the south, and an unnamed drainage basin southwest of the Y-12 Plant (Figure 1). Groundwater quality monitoring is performed at hazardous and nonhazardous waste management facilities in the regime under the auspices of the Y-12 Plant Groundwater Protectionmore » Program (GWPP).   • The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge south of the U.S. Department of Energy (DOE) Y-12 Plant (Figure 1). Groundwater monitoring is performed at several hazardous and nonhazardous waste management facilities located in the regime per the requirements of applicable operating/post closure permits and governing state/federal regulations and guidelines, including DOE Order 5400.1A - General Environmental Protection Program. Applicable provisions of DOE Order 5400.1A require evaluation of available monitoring data with regard to: (1) groundwater quality in areas that are, or could be, affected by Y-12 Plant operations, (2) the quality of surfacemore » water and groundwater where contaminants are most likely to migrate beyond the DOE Oak Ridge Reservation (ORR) property line, and (3) long-term trends in groundwater quality at the Y-12 Plant. This report presents the results of these DOE Order 5400.1A evaluations based on available data for the network of monitoring wells and springs in the Chestnut Ridge Regime sampled during calendar year (CY) 1998. The following sections of this report contain relevant background information (Section 2.0); describe the results of the respective data evaluations required under DOE Order 5400.1A (Section 3.0); summarize significant findings of each evaluation (Section 4.0); and list the technical reports and regulatory documents cited for more detailed information (Section 5.0). All of the illustrations (maps and trend graphs) and data summary tables referenced in each section are presented in Appendix A and Appendix B, respectively.« less
