S>A quantum theory of the complex dielectric permeability tensor of an electron plasma in a magnetic field is developed by taking into account quantization of the electronorbital motion in a magnetic field. Transition to the classical and quasiclassical cases is investigated and the connection with some familiar results is established. The limiting quantum case is investigated. Expressions for the anti-Hermitian part of the tensor which is responsible for dissipation are derived. The dependence of the interaction screening range on the magnetic field strength is discussed.
