Design features of a scintillation detector using hexagonal close-packed bundles of scintillating fibers are described. A 2 pi geometry is approached by dispersing the sample in the voids between the individual fiber strands. Careful selection of the photomultiplier tube, preamplifier, and amplifier assure low noise and high gain, which are necessary for low-energy- beta counting. (T.F.H.)
