HTRE HAZARDS REPORT

A detailed description is given of the Heat Transfer Reactor Experiment (HTRE) site, facilities, and reactor. Included are descriptions of the HTRE power plant and control system, the reactor assembly, the fuel cartridge assembly, the HTRE nuclear and thermodynamic characteristics, the reactor design characteristics, reactor operation and startup procedure, and reactor emergencies. A detailed analysis of the hazards connected with the HTRE is then given. Reactor runaways are discussed, including a summary of runaway results, methods of calculation, and a comparison of runaways resulting from various reactivity increases. Calculations of hazards to the surrounding area are given for major releases of activity and for airborne contamination during normal operation. Appendices include detailed descriptions of the Core Test Facility, the reactor control system, and the hydrology, geology, and population distribution of the National Reactor Testing Station area, and the application of Sutton's diffusion equations to radiation.
