A general phase equation is developed for cyclic accelerators with arbitrary high-frequency field configurations an equilibrium orbits. It is shown that acceleration system modifications cannot change the damping of synchrotron oscillations, which are determined by the loss intensity relation to the particle energy. (tr-auth)
