The Interstate Renewable Energy Council (IREC) works to accelerate the sustainable utilization of renewable energy sources and technologies in and through state and local government activities. The group, formed in 1980, supports market-oriented renewable energy services targeted at education, coordination, procurement, technology transfer and linkages with national laboratories and associations, collaboration with industry, uniform guidelines and consumer protection. IREC`s biomass goal is to identify barriers to the use of environmentally sustainable biomass that can be mitigated through unique approaches from IREC, the state energy offices and other partners. IREC intends to develop strategic linkages with other national and regional partners to create opportunities for the integration of biomass technologies and policies at the state level. In addition to its other networking and project functions, IREC has three biomass energy projects in the development phase: (1) State Government Renewable Energy Procurement Guide: This project legitimizes and identifies biomass opportunities and conveys baseline biomass product information to state procurement officials. (2) State Government Biomass Utilization Guidebook: The guidebook will complement the procurement guide by identifying real world situations where biomass technologies have worked successfully in state government applications. (3) Biomass Outreach and Constituency Development: This project links regional and national biomass stakeholders with state biomass businesses and gatekeepers to organize and implement sustainable biomass projects. This paper define IREC`s biomass goals and projects, seeks to enlist new partners and be recognized as a contributor to building biomass alliances and successful state projects.
