A theoretical study is made to determine whether there is a stationary solution for the inertia limited region and whether its existence is limited by Bohm's criterion. It is concluded that Bohm's criterion is not a necessary limitation for the boundary layer, and that the inertia limited zone formed when a plasma is bounded by an insulated wall cannot, in general, have a stationary solution.
