This fuel element has the shape of an elongated flat plate and includes a filler plate having a plurality of compartments therein in which the fuel material is located. The filler plate is clad on both sides with a thin cladding material which is secured to the filler plate only to completely enclose the fuel material in each compartment. (AEC)
