We derive expressions for the radiative multipole amplitudes and the total decay rates of heavy quarkonia in the transitions 1{sup 3}D{sub 2}{r_arrow}1{sup 3}P{sub J}+{gamma} (J=2,1,0), 1{sup 3}D{sub 2}{r_arrow}n{sup 1}S{sub 0}+{gamma} (n=1,2), 1{sup 1}D{sub 2}{r_arrow}1{sup 1}P{sub 1}+{gamma}, 1{sup 1}D{sub 2}{r_arrow}n{sup 3}S{sub 1}+{gamma} (n=1,2), and 1{sup 3}D{sub 1}{r_arrow}1{sup 3}P{sub J}+{gamma} (J=2,1,0), in an arbitrary potential model correct to order v{sup 2}/c{sup 2}. We also numerically evaluate these expressions for charmonium in the nonsingular potential model of Gupta, Johnson, Repko, and Suchyta. {copyright} {ital 1997} {ital The American Physical Society}
