A description of the design and operation of an extractor for stuck PRTR fuel tubes is presented. The extractor was designed for operation in the storage basin. It was tested under simulated stuck fuel element conditions, and was found to perform satisfactorily for pushing a stuck 19-rod fuel element. The test shows that the additional binding of the fuel element in the process tube caused by high (1900 lb.) compressive loads is negligible, and that only 515 lbs of force were required to push a fuel element when a broken bundle wire wrap was lodged between the fuel element and the process tube.
