An apparatus for handling, loading, or unloading control rods and fuel elements for a reactor with a vertically extending pressure vessel is described. The unit consists of a housing that mounts above the vessei and in which a grappling structure is mounted on an arm that is supported by vertically extended frame sections attached to the housing. The arm can be moved from a vertical position against the wall to a horizontal position over the vessel; the grappler moves along the arm and rotates relative to the arm about a vertical axis.
