This Technical Support Document is prepared to assist State and local air pollution control agencies in assessing and controlling Residential Wood Combustion (RWC) air pollution impacts. It provides an overview, description and leading references to many technical topics related to characterization of wood usage, pollutant emissions and resulting ambient concentrations attributable to RWC. RWC emissions relative to other emissions sources, and various methods for estimating RWC wood usage and resulting emissions are described and quantified. Factors affecting the magnitude of RWC emissions from woodstoves and fireplaces are analyzed. Past and future trends are examined. Leading examples of RWC emissions control strategies are described, based on programs implemented in Oregon, Montana, Colorado, Alaska, and Nevada. Example laws, regulations, local ordinances and informational materials related to these cases are included in the Appendix. Methods for estimating the potential effectiveness of RWC emission measures are described and illustrated, including the use of receptor and dispersion models.
