Utilities do not have uniform guidelines and criteria to treat plant temporary conditions (TCs) or planned changes to safety-related systems. Regulatory review and acceptance criteria and guidelines tend to be overly conservative, leading to costly measures. This report proposes a risk-informed procedure for evaluating TCs using reduced seismic loads and current licensing basis allowables that reduces plant operation and maintenance (O and M) costs, shortens plant outages, and reduces personnel radiation exposure. Study of parameters important to soil-structure interaction in seismic analyses of nuclear power plants

The development of state-of-the-art techniques for analyzing the effects of soil-structure interaction (SSI) on structures during earthquakes is outlined. Emphasis is placed on methods to account for energy dissipation as a result of both wave propagation away from the structure's foundation and hysteretic soil response. Solution techniques are grouped into two major types: substructure methods, which break the problem into a series of steps; and direct methods, which analyze the soil-structure model in one step. In addition to theoretical and historical development of SSI methodology, case studies are presented illustrating the application of these solution techniques. 94 references.

The Ferndale Earthquake of June 7, 1975, provided a unique opportunity to study the accuracy of seismic soil-structure interaction methods used in the nuclear industry because, other than this event, there have been no cases of significant earthquakes for which moderate motions of nuclear plants have been recorded. Future studies are planned which will evaluate the soil-structure interaction methodology further, using increasingly complex methods as required.
