Level schemes were set up for spheroidal nuclei from the standpoint of the independent-particle model and the problem for nuclei which do not possess axial symmetry was considered. It was found that the derived level schemes agree with experimental data with respect to spins and parities of the ground states and low-lying isomeric states of odd-mass nuclei that are greatly deformed. This agreement is better than was found for the scheme derived by Gottfried. It also removes some of the deficiencies found in the Nilsson scheme. Both the present and the Nilsson schemes predict the low-lying isomeric states in W/sup 183/ and Os/sup 189/ to have the following spins: 11/2 and 13/2/sup +/, respectively. Further consideration leads to the conclusion that the single-particle model in its simplest form allows a possible breakdown in axial symmetry in equilibrium nuclear shapes. This result attests to the advantage of taking into account the original proposal made by Davidov and Filipov. (TTT)
