An expert system for enhancing compliance with hazardous materials packaging and transportation regulations

The Hazardous Material Expert System (HaMTES) was developed at ORNL in order to provide a computerized expert system which is easy to use, will provide straightforward and consistent application of the hazardous material transportation regulations, and will reduce the potential for human error in applying the regulations to both packaging and transportation of hazardous material activities. The system`s proof-of-concept was demonstrated using the radioactive material regulations and then expanded to include regulations for all hazardous materials. It incorporates as much as possible multi-media capabilities, for accessing A/V demonstrations of explanations and applications of regulations, descriptions of package designs, and actual loading and preparation for shipment of specific package designs. Coupling of HaMTES to other transportation operations management software is underway and methods for maintaining and upgrading the program developed. Details of the capabilities of HaMTES, its computer hardware requirements, and plans for implementing HaMTES within the DOE shipping community are presented in this paper.
